HDC was thrilled to join Catholic Charities of Oregon to celebrate the groundbreaking of Good Shepherd Village last week. HDC is providing finance and construction management services to the new 11-acre housing community, which will bring 143 affordable apartments to individuals and families in Happy Valley. The $60 million project one of the first to be funded by the $652.8 million Metro Regional Housing Bond approved by voters in 2018 and the first-ever regulated affordable housing to be built within the City of Happy Valley.

Catholic Charities of Oregon Director of Community Development and Housing Travis Phillips delivers remarks.

Good Shepherd Village has been a long time in the making, Catholic Charities of Oregon Executive Director Deacon Rick Birkel explained at the March 28 event. “The vision for these homes was planted more than a decade ago when the Brockamp family made the bold decision to donate this land for future development of affordable housing in this beautiful setting,” Birkel said. “Because of their generosity, this development will soon welcome families who already live and work in Happy Valley but need a hand up to keep up with rising rents."

The development will include 35 units of Permanent Supportive Housing (PSH) prioritized for those who have experienced or are at risk of homelessness, including 15 units prioritized for veterans who have experienced homelessness. Residents will benefit from nearby access to public transit, grocery stores, schools, a public library, multiple parks, and healthcare resources, as well as four acres of the property which will be preserved as natural area. Good Shepherd Village is also part of the Healthy Housing Initiative, an effort by Catholic Charities of Oregon and four other pilot Catholic Charities agencies nationwide to holistically address the this crisis of chronic homelessness.

The HDC Good Shepherd Village team looks forward to continuing its work with Catholic Charities, MWA Architects, and WALSH Construction Co. to manage construction of the project, scheduled for completion in late 2023!
