What is Senate Bill 51?

Passed by the Oregon Legislature in 2025, Senate Bill 51 provides $3.3 million to strengthen property and asset management capacity at Oregon’s affordable housing properties. Oregon Housing and Community Services is contracting with HDC to deploy these crucial property stabilization dollars.

  • Strengthening property management. Some of the funds will be granted to nonprofit corporations, federally recognized Indian tribes in Oregon, local governments, and housing authorities for the purpose of “improving occupancy rates, expediting move-ins, preventing evictions, reducing residential turnover and enhancing the well-being of residents in affordable housing projects.”

  • Providing asset management training. Another portion of the funds will be used to provide asset management training to nonprofit corporations, federally recognized Indian tribes in Oregon, local governments, and housing authorities that own affordable housing.

We are designing a grant program to fund asset management training and technical assistance. (A separate grant program will be designed to fund property management assistance, as described above.) The grant funds may be used to access services from any qualified provider, including HDC.
