Travis Phillips, Director of Real Estate Development

Travis Philips believes in the power of affordable housing development to expand economic and housing opportunity for historically marginalized communities and to break intergenerational cycles of poverty. As director of real estate development at HDC, Travis codirects HDC’s housing and facilities development program and leads an interdisciplinary team of project managers to provide real estate development consulting to nonprofit and housing authority clients. A member of HDC’s management team, Travis shares responsibility for managing HDC’s financial and operational health and ensuring the organization achieves its mission and strategic objectives. Travis brings extensive experience in affordable housing finance, construction, and asset management to his role at HDC. A former member of the Housing Oregon board and immediate past co-chair of the Portland Policy Council, he served as director of community development and housing at Catholic Charities of Oregon from 2018 to September 2022. Travis helped Catholic Charities expand its affordable and supportive housing portfolio across Oregon, adding over 200 housing units to its portfolio and securing funding commitments to move another 245 units, including 130+ units of permanent supportive housing, into production. Previously, Travis worked for nearly 10 years at Portland Community Reinvestment Initiatives (PCRI), where he led a housing development program focused on mitigating and preventing displacement of BIPOC households in rapidly gentrifying Portland neighborhoods, directing and managing development of both mixed-use multifamily housing communities and single-family homes for first-time homeowners. Travis brings extensive project management experience in nonprofit and commercial sectors to his role at HDC. He enjoys giving back to the community by supporting and volunteering at a variety social service and social justice organizations.
