Brooks Nelson, Senior Project Manager
Brooks Nelson is a values-driven systems thinker. He works to make affordable housing operational solutions accessible and actionable to improve property performance and resident experience. As a senior project manager on HDC’s Resources for Asset Management and Property Solutions (RAMPS) team, Brooks leads a multi-year initiative, established at the direction of the Oregon legislature, to strengthen property operations in Oregon’s affordable housing. Brooks brings more than a decade of experience in affordable housing capital planning and facilities, operations and analysis, property management, risk mitigation, and team building to his work. Prior to joining HDC, in June 2026, Brooks was the portfolio asset manager at REACH Community Development, responsible for ensuring that REACH’s housing properties maintained a strong financial positions and served the organization’s mission. From 2018 to 2024, he directed housing and property management for Relay Resources, overseeing the operational and administrative functions for 900 affordable housing units. He previously worked as director of finance and operations for Seeding Justice and managed facilities planning and construction for Rejuvenation, Inc. Brooks is an award-winning documentary filmmaker and expert public speaker. He holds a Bachelor of Science in general studies from Portland State University, a certificate in film from the Northwest Film Center, and an Asset Management Specialist certificate from the Consortium for Housing and Asset Management (CHAM).
