What is RAMPS? What types of needs will RAMPS support?

In mid-2025, the Oregon legislature authorized $3.3 million in spending to strengthen property management and asset management capacity at Oregon’s affordable housing properties. Oregon Housing and Community Services (OHCS) is contracting with HDC to deploy these crucial property stabilization dollars. The funds will support qualifying housing owners—nonprofits, Indian tribes, local governments, and housing authorities—to access asset management training and technical assistance; and to address property management issues. (Read Traci Manning’s September 8, 2025, blog post to learn more.) HDC has previously referred to this funding program by the name of the spending authorization bill, SB 51. Going forward, the program will be called RAMPS.

What is the current status of the RAMPS funding program?

In August, the State of Oregon announced that federal spending cuts were predicted to create a large deficit in the current Oregon budget. The funding authorized by SB 51 to support property and asset management was placed on a potential cut list in November. It now appears that the funding will be restored, as of the close of the short 2026 legislative session in March.

It is yet uncertain when the funds will be deployed, though HDC is hopeful that deployment planning will resume this spring.
