Holly Benelli, Senior Asset Management Project Manager

Holly Benelli is a supportive problem solver who collaborates with partners across sectors to create a future of housing abundance for all. Holly brings more than a decade of experience in affordable housing asset management to her role as a consultant and trainer to nonprofit organizations, housing authorities, and public agencies. Holly launched her career in affordable housing asset management at Our Just Future, after joining the agency as a resident services specialist. As Our Just Future’s asset management director and assistant housing director, from 2019 to 2023, she oversaw a portfolio of 19 residential and mixed-use properties containing 897 units of regulated affordable housing and commercial spaces in East Multnomah County. Prior to joining HDC in October 2025, Holly served as a senior asset manager with Community Development Partners, managing a small portfolio of challenged assets in collaboration with nonprofit co-owners. Holly is deeply versed in asset management planning, operational policymaking, property management oversight and coordination with supportive services, and regulatory compliance for properties funded with varied sources such as low-income tax credits, HUD and Oregon funding programs, and project-based vouchers (with and without permanent supportive housing services). Holly grew up in the Creston-Kenilworth neighborhood in southeast Portland and studied international studies and political science, with a focus on human rights and a minor in Hispanic studies, at Macalester College in St. Paul, Minn. She holds a Master of Public Health from OHSU-PSU School of Public Health.
