PHB Risk Mitigation Pool and RLRA Risk Mitigation Program Documents

The Risk Mitigation Pool is a fund established by the City of Portland to provide financial protection to landlords that operate permanent supportive housing. The RLRA Risk Mitigation Program is a similar fund operated jointly by Clackamas County, Washington County, and Multnomah County. HDC administers both programs.
