Coming Soon: $3.3 Million in Resources for Property and Asset Management

Good news for Oregon affordable housing! 

The newly renamed Resources for Asset Management and Property Support (RAMPS) program is on a path to launch soon.

This new $3.3 million statewide funding program will provide resources to improve property health and resident well-being in Oregon’s affordable housing. Resources will be distributed responsively to address both immediate needs and upstream challenges via property and asset management staffing and training, systems improvement, and capacity building. Directed and approved by the Oregon legislature in spring of 2025, then suspended because of a projected revenue shortfall, the funds were confirmed in the 2026-2027 budget signed by Governor Kotek in March.

Who can access RAMPS resources?

RAMPS resources will be available to nonprofit corporations, federally recognized Indian tribes, local governments, and housing authorities that operate affordable housing properties in Oregon.

What can the funds be used for?

The funds are divided into two portions:

Portion 1 ($2 million) will be used to measurably improve occupancy rates, expedite move-ins, prevent evictions, reduce residential turnover and enhance the well-being of residents.

  • The bulk of these funds will be granted to qualifying owners to support property management staffing and operations. 

  • The balance will be targeted to improve the long-term outlook for affordable housing property management in Oregon, e.g., via training and capacity building.

Portion 2 ($1.3 million) will be used to provide asset management training and technical assistance, which will strengthen owners’ capacity to oversee their properties’ financial and physical health. Grantees can use the funds to access training and technical assistance from HDC or from other qualified providers. 

What is HDC’s role?

Oregon Housing and Community Services (OHCS) is contracting with HDC to design and implement the RAMPS program. Our asset management team, led by Director of Asset Management Kimberly Taylor, is charged with this effort.

When will opportunities become available?

Our expectation is to begin announcing grant availability and training opportunities in the next few months. Updates to come.
