Brooks Nelson brings an ideal blend of experience, capability, and passion for improving property performance to his new role as senior project manager on our Resources for Asset Management and Property Support (RAMPS) team.
RAMPS is a new multi-year initiative that aims to strengthen property operations in Oregon’s affordable housing.

Established at the direction of the Oregon legislature last year, RAMPS responds to the property destabilization crisis affecting residents of affordable housing in Oregon and across the country. Oregon Housing and Community Services is contracting with HDC to design and implement the program. Brooks, who joined HDC in June, is co-leading RAMPS with members of HDC’s asset management team.

“Brooks is a systems thinker with the knowledge and skills to ensure that RAMPS resources deliver impactful results for struggling properties and residents,” Director of Asset Management Kimberly Taylor said.

Brooks brings more than a decade of experience in affordable housing operations and analysis, property and facilities management, risk mitigation, and team building to his work. Most recently a portfolio asset manager at REACH Community Development, Brooks previously oversaw housing and property management for Relay Resources, served as director of finance and operations for Seeding Justice, and managed facilities planning and construction for Rejuvenation, Inc.
